I found most capital projects had two types of fire protection which Designers had to address. One straight forward, one not so straight forward.
Personnel Protection
To address the risk of fire to people. Building regulations ensure a reasonable standard of life safety is provided. So the design was usually straight forward.
Asset Protection
To address the business risk of fire to materials and plant. This design was much more subjective and needed the Client’s input.
Insurer design preferences were usually very costly (sprinkler systems, only non-combustable materials etc).
It usually fell on the Project Team and Client to risk assess (design fire strategy review and cost benefit analysis) and advise preferences to Designers
